Roscoe Willis Division Manager Hall Paving

Roscoe has a BA in Marketing from the University of Louisville School of Business. After a few years in the field, he became Quality Control Technician and shortly thereafter went on to Estimating and Project Management. One of his larger undertakings was overseeing the I-65 project that is a major artery into downtown Louisville. In 2013, Hall Contracting brought him on board to build their paving division. Roscoe is a member of the Building Industry Association (BIA), the Louisville Apartment Association (LAA) and he serves on his neighborhood Homeowners Association. In his spare time he and his wife can be found waiting in carpool lines or helping at sporting events for their four children.

Andrew Flaugher Operations Manager - Hall Paving

Andy brings over 12 years of asphalt industry experience to the table. His background includes both field supervision and project management. A Trinity High and University of Louisville graduate, his ‘down-time’ is spent with his family.

Tom Jones Deputy Superintendent - Hall Paving

Tom has been the Deputy Superintendent at Hall Paving since 2015. That means that milling, striping and traffic control fall under his job description. Yes, he’s in charge of blocking traffic when we need to move large equipment around a paving project. His communication skills and attention to detail are second to none. Tom is the proud graduate of Trinity High School and Bellarmine University. Over 30 years ago he married his high school sweetheart with whom he raised three children and now has one adorable grandson who will likely be blocking traffic of his own before we know it.

Arno Flynn Project Manager / Sales - Hall Paving

Arno grew up in the asphalt industry. He started in 2005 in commercial construction as a laborer, then started surveying and now concentrates on project management and sales. He brought his wealth of experience to the Hall team in 2015. When not dealing with the day-to-day issues of asphalt, Arno can be found improving his putting game on one of Louisville’s fine golf courses.

Christy Harbin Administrative Assistant Hall Paving

Christy joined our team in the spring of 2020. She brings to the Hall operation an extensive background in accounts payable and payroll. Her incredible organizational skills will be a welcome addition to the Hall team. When not keeping Hall in line, her two children keep her very busy most days and when she gets the chance to relax, she can be found enjoying her gardens.

Steve Mobley Business Development Hall Paving

Steve spent 41 years working in Law Enforcement in Jefferson County before becoming Director of Loss Prevention for one of the largest commercial, industrial and business center land developers in the Midwestern US with headquarters here in Louisville. Looking for a new challenge, he then got into the construction and paving industry landing at Hall in 2015 where he is responsible for Business Development.

Andrew Metcalfe Project Manager Hall Paving

Andrew hails from the University of Louisville with a Bachelors of Science Degree and a Master of Engineering Degree in Civil Engineering. He spent seven years with Louisville’s Metro Public Works overseeing the resurfacing and roadway safety improvement programs before joining Hall in 2016. Andrew is a member of the American Public Works Association (APWA).

Jordan Sandquist R&D / QC Manager Hall Paving

Jordan joined our Quality Control team in 2005, dividing his time between the lab and field to ensure our mixes are meeting the highest standards. His passion for Research and Development is reflected in his continuing search for new and state of the art mixtures and additives to make sure Hall is providing the most sustainable and eco-friendly product available. Jordan is the father of five and is an associate pastor at his church and is working on his Masters of Divinity.
